It is necessary to separate the concepts of protecting cyberspace from various types of fraudsters and protecting children from malicious content distributed through video games, Sergey Gataullin, Dean of the Faculty of Digital Economy and Mass Communications at MTUCI, explained to RSpectr. In both cases, there is room for regulatory policy.
There is no legislative regulation of gaming, it’s like talking about controlling TV viewing at home, Dmitry Smith, president of the Russian Computer Sports Federation (RCS Russia), noted in a conversation with RSpectr.
However, society is increasingly content writing service aware of the need to intervene in this area. The head of the Federal Security Service of Russia indicated that
In the Russian Federation there are laws regulating the distribution of games and their protection as objects of intellectual property
Earlier, an initiative to create a list of computer entertainment harmful to children in the Russian Federation was discussed at the government level.
– We need not only a register of prohibited games – we need a single body that will monitor all new products on the market. This is primarily about expert assessment and age marking.
According to Dmitry Smith, this is currently being done by game publishers themselves, and they often focus on Western regulatory analogues, which does not always take into account the specifics of the Russian mentality.
Sergey Gataullin, MTUSI:
– Excessive control can slow down the development of the domestic market, and insufficient control will allow destructive content to penetrate through video games.
An MTUCI expert insists that regulations must be established taking into account international experience.
In June 2023, it was announced that Microsoft would pay a $20 million fine to settle charges by the US Federal Trade Commission (FTC) that it illegally collected and stored data from children who registered on the company's Xbox gaming system.
Game developer Epic Games has agreed to pay $520 million in fines, nearly half of which goes to players, in connection with an FTC investigation into transactions in the game Fortnite. Earlier, more than a million parents complained to Epic Games' support service about unauthorized debits from children's accounts in the game without their consent.
OWN DEVELOPMENTS
For the harmonious development of the domestic gaming industry, it is important to create domestic video games, believes the head of the State Duma Committee on Information Policy, Alexander Khinshtein. The Federal Security Service of Russia agrees with him.
The deputy has repeatedly reminded that developers can take part in competitions of the Institute for Internet Development (IRI) to create similar content for young people, and also request assistance from the Ministry of Digital Development of the Russian Federation as part of the implementation of the second package of measures to support the IT industry.
